Division of Thermo Engineering and Energy Sources Measurement Technology is mainly in charge of establishing and maintaining public standards of measurement, traceability and transmission of measurement values in the fields of pressure and vacuum, temperature and humidity, viscosity, density and energy measurement system, flow and capacity, and gas measurement in eastern China area and Shanghai Municipality, also other works such as the examination of measuring instruments quality, etc. The main laboratories of this division are located at the Mechanics Building in Zhangjiang headquarters, equipped with measuring facilities at the advanced international level. The secretariat of National Metrology Technical Committee on Pressure is set up at this division. There are five experts in this division actively participating in the works of relevant national metrology and standardization technical committees.
The division has established 1 national primary standard for（150~2500）MPa pressure, 37 public standards of measurement, among which 15 are the highest level ones in eastern China area. The division carries out pattern evaluations of new and imported measuring instruments, verification of imported measuring instruments, and supervision inspection for the quality of measuring instruments, appointed by the administrative departments for measurement at different levels. The division is capable of carrying out 102 verification items, 84 calibration items and 29 testing items, focusing on verification, calibration and testing services for industry process control and measurement equipments.
Another important task of this division is carrying out researching activities for measurement and testing, developing national technical specifications and standards. Since 1990’s, the division has received about 10 items of Science and Technology Progress Awards conferred by the National Government, relative Ministries of the country and the Shanghai Municipal Government for its scientific and technical works, and many research achievements have been adopted by national verification regulations, and many self-developed measurement standards have reached the advanced international level.
The national primary standard for（150~2500）MPa pressure takes the lead internationally, only a few counterparts in the world such as that in the United States, Japan and Russia reach the same capacity.
The gas flow-rate standard of measurement which is now under construction will have the equivalent technical capability as that of PTB, It can carry out the transmission of measurement values for standard gas flow-rate meters with the accuracy up to 0.12%.
The verification laboratory for fuel dispensers with revenue function is one of the 3 laboratories accredited by the national government to carry out the corresponding pattern evaluations. It takes the tasks appointed by the national government of supervision inspection for the quality of fuel dispensers frequently.
Shanghai Gas Measurement Station is the first organization for measurement of gas flow rate in China, providing the third-party data for gas trading in Shanghai.
The verification laboratory for liquefied petroleum gas dispenser is the only laboratory which can carry out the pattern evaluations for relative products in China. It also carries out the transmission of measurement values for relative standards used in verification.
The vacuum standard of measurement is the highest level standard of measurement in eastern China area, with the uncertainty of 0.1 %（k=2）. Only a few laboratories in China have the equivalent standards.
